PUBLIC NOTICE

Notice is given to the public, according to Chapter 10 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue an air construction permit to Green Plains Wood River, LLC (FID 86000), an existing Alcohol (Ethanol) Manufacturing Facility (Standard Industrial Classification code 2869) located at 7874 S. 140th Road, Wood River, Hall County, Nebraska, for the construction of a new grain storage facility.

The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed construction at this facility will be: 58.29 tpy of Particulate Matter (PM); 20.00 tpy of PM ≤ 10 microns (PM10); and 3.13 tpy PM ≤ 2.5 microns (PM2.5). Hall County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. There are currently no counties classified as being in nonattainment with the State Total Reduced Sulfur (TRS) standards. It is the source’s responsibility to ensure no take of threatened or endangered species result from the proposed revisions to the ethanol plant.

The Department proposes to issue a construction permit with specific conditions, based on Title 129, to allow for the addition of a Hoop Building Storage Facility limited to receiving no more than 9 million bushels of corn grain seed per year and to limit storage to no more than 330 consecutive days in any 365 consecutive days. To support the Storage Facility, the source is proposing to construct two (2) grain receiving truck dump pits, a bucket elevator, a conveyor to the grain pile, an underground drag/reclaim conveyor, and two (2) grain storage tanks, each with one (1) loadout spout. The permit prescribes testing, monitoring, and recordkeeping requirements for these emission units.

The proposed permit and supporting materials are available Tuesday, September 29th, 2026, through Wednesday, October 28th, 2026, at the NDWEE, 245 Fallbrook Blvd, Suite 100, Lincoln, Nebraska 68521 and electronically at https://dwee.nebraska.gov. Comments received by the Department during this period will be considered prior to the final decision. Only comments received by the Department during this period on new and significantly revised conditions to the previous construction permit(s) will be considered.  During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing. The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
