Notice is given to the public, according to Chapter 10 of Title 129 - Nebraska Air Quality Regulations as amended September 28, 2022, that the Department is proposing to issue a Class II operating permit to Sustainable Beef, LLC (FID 116136), for a beef packing and by-product rendering facility (Standard Industrial Classification code 2011) located at 1701 S. Newberry Road, North Platte, Lincoln County, Nebraska. The potential emissions of regulated air pollutants (in tons per year (tpy)) at this facility will be: 18.97 tpy of Particulate Matter (PM), 18.97 tpy of PM ≤ 10 microns (PM10), 18.97 tpy PM ≤ 2.5 microns (PM2.5), 1.30 tpy Sulfur Dioxide, 80.16 tpy Oxides of Nitrogen, 91.28 tpy Carbon Monoxide, 97.98 tpy Volatile Organic Compounds, 2.16 tpy of Hexane and 0.12 tpy of Formaldehyde (largest quantities individual Hazardous Air Pollutants (HAPs), 9.01 tpy total HAPs, and 143,289.76 tpy Greenhouse Gases CO2 equivalents (CO2e).
Lincoln County meets the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to a NAAQS and is expected to continue in that status. Lincoln County is unclassifiable in regard to the state Total Reduced Sulfur (TRS) standards and no significant impact on these standards is expected from this project. No impact is anticipated on habitat for any rare or threatened species.
The Nebraska Department of Water, Energy, and Environment (DWEE) propose to issue a Class II operating permit with specific conditions, based on Title 129, which authorizes specific requirements from federal rules: NSPS (40 CFR 60) Subparts A, Dc, and JJJJ; and, NESHAP (40 CFR 63) Subparts A, and ZZZZ; specific testing requirements, inspections, operation, maintenance, monitoring, recordkeeping and reporting requirements for various equipment; specifies the fuels that can be combusted in all combustion equipment; requires control equipment for certain emission units; and requires monitoring and performance testing for certain emission points.
The proposed permit and supporting materials are available for inspection by the public Friday, September 11th, 2026, through Tuesday, October 13th, 2026, at the office of the DWEE, 245 Fallbrook Boulevard, Suite 100, Lincoln, Nebraska, and electronically at https://dwee.nebraska.gov/. Comments received during this period will be considered prior to the final decision. During this period the applicant, or any interested person or group of persons, may request or petition the Director for a public hearing, the request must state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.
