for Solid Waste Agency of Northwest Nebraska (SWANN) North Transfer Station

under consideration by the

Nebraska Department of Water, Energy, and Environment

 

PUBLIC NOTICE is given in accordance with Title 132 - Integrated Solid Waste Management Regulations, Chapter 2, §011, that the Nebraska Department of Water, Energy, and Environment (DWEE) has received an application to issue a permit to Solid Waste Agency of Northwest Nebraska (SWANN), P.O. Box 590, Chadron NE 69337. After review of the permit application, a preliminary determination has been made to recommend issuance of the permit.  The term of the permit shall be five years.

 

FACILITY DESCRIPTION. The permit allows the operation of a new solid waste transfer station under Nebraska's solid waste management laws and regulations. The transfer station permit allows for transfer of solid wastes, which are generated off the premises of the facility, to a solid waste disposal area or solid waste processing facility. The existing SWANN Transfer Station, which is permitted separately under Permit No. NE0203556, will transition the majority of its operations to the SWANN North Transfer Station once the new transfer station is permitted. 

 

FACILITY LOCATION. The property is located at 1122 E. Niobrara Avenue, Chadron NE 69337. The legal description of SWANN North Transfer Station is Lot 101, Block 1, Northeast Second Subdivision to the City of Chadron, Dawes County, Nebraska. The SWANN North Transfer Station is located approximately 200 feet north of the existing SWANN Transfer Station at 1010 E. Niobrara Avenue.

 

OPPORTUNITY FOR PUBLIC COMMENT AND HEARING.  The public may submit written comments and may also request a public hearing on the permitting decision. A request for a hearing must be made in writing and state the issues proposed for discussion and their relation to the proposed permit issuance.  Public comments and hearing requests shall be made to: Daniel LeMaistre, Waste Permit Section Supervisor, Nebraska Department of Water, Energy, and Environment, P.O. Box 98922, Lincoln, NE  68509-8922. The DWEE will make a final decision to issue or deny the permit based on the permit application, the compliance status of SWANN’s other permitted solid waste management facilities, and public comment received. DWEE will notify the applicant and other interested persons.

 

COMMENT PERIOD. All comments or requests for a hearing must be postmarked by May 8th, 2026.

Select “Public Records Search” at the bottom of the page, then “Public Records Search” again.  A box will appear that needs the following information: for “DEQ Facility Number” enter 62720, for “DEQ Program ID” enter NE0204731, for “DEQ Program” enter IWM. Select “Search” and all the documents for that facility will appear. Use the “Index of Correspondence” to select the documents related to this public notice.
