ONE RED - Opportunity for Nebraska: Reducing Emissions & Decarbonization

The Nebraska Department of Water, Energy, and Environment’s ONE RED program is developing plans and programs to leverage federal funding to strengthen our economy while reducing harmful air pollutant emissions. DWEE is identifying voluntary measures and financial incentive programs that can achieve short-term and long-term emissions reductions in all economic sectors by implementing new technologies and systems to support producers, industries, and residents across the state.

Planning Grant

In August 2023 DWEE received a $3 million Climate Pollution Reduction Planning Grant from the U.S. Environmental Protection Agency (EPA) to develop plans to reduce greenhouse gas (GHG) emissions and other harmful air pollutants in the state. 

Through this award, DWEE consulted with stakeholders across the state to develop a Priority Climate Action Plan (PCAP) that identified high-impact, readily-implemented actions.

In the second phase of the planning program, DWEE is developing a Comprehensive Action Plan (CAP). The CAP will also propose voluntary measures and financial incentives that will produce environmental and economic benefits across Nebraska, as well as analyze workforce impacts arising from the proposed actions and associated training needs.

Implementation Grant

In July 2024, EPA announced an award of $307 million to DWEE to implement selected measures described in Nebraska’s PCAP. DWEE has finalized the workplan for this implementation grant and has begun developing these programs.
