PUBLIC NOTICE

Nebraska Department of Water, Energy, and Environment

Permitting and Engineering Division

Notice is given to the public, according to Chapter 10 of Nebraska Administrative Code Title 129 - Nebraska Air Quality Regulations, that the Department is proposing to issue an air construction permit to Husker Ag, LLC (FID 73356), an anhydrous ethanol production facility (Standard Industrial Classification code 2869) located at 54048 Highway 20, Plainview, Pierce County, Nebraska.

The anticipated change in emissions of regulated air contaminants in tons per year (tpy) due to the proposed permit revision at this facility will be: 4.49 tpy of Particulate Matter (PM); 4.48 tpy of PM ≤ 10 microns (PM10); 4.48 tpy PM ≤ 2.5 microns (PM2.5); 0.35 tpy Sulfur Dioxide; 33.29 tpy Oxides of Nitrogen; 49.53 tpy Carbon Monoxide; 3.24 tpy Volatile Organic Compounds; -0.09 tpy of Acetaldehyde; and 1.03 tpy total Hazardous Air Pollutants (HAP).

All Counties in Nebraska currently meet the National Ambient Air Quality Standards (NAAQS) for those pollutants subject to NAAQS. There are currently no Counties classified as being in non-attainment with the State Total Reduced Sulfur (TRS) standards. It is the source’s responsibility to ensure no take of threatened or endangered species result from the proposed project.

The Department proposes to issue a construction permit with specific conditions, based on Title 129, which permits the installation of a natural gas-fired duct burner (E-9401E) on the existing combustion turbine generator (E-9401D). The duct burner will allow Husker Ag to produce steam by partially recovering exhaust heat from the combustion turbine generator. This permitting action also reduces the permitted emission limit of oxides of nitrogen from the combustion turbine generator from 11.9 lb/hr to 6.04 lb/hr. This reduction is factored into the combustion turbine generator’s contributions to the combined emission limit for the turbine and duct burner. Finally, this permitting action reduces the combined emission limit for acetaldehyde from the TO/HRSGs (E-9401 and E-9401B) and DDGS cooler (S-7501) from 0.56 lb/hr to 0.54 lb/hr.

The proposed permit and supporting materials are available Thursday, October 15th, 2026, through Monday, November 16th, 2026, at the NDWEE, 245 Fallbrook Blvd, Suite 100, Lincoln, Nebraska 68521, and electronically at https://dwee.nebraska.gov. Only comments received by the Department during this period on new and significantly revised conditions to the previous construction permit(s) will be considered. During this period the applicant, or any interested person or group of people, may request or petition the Director for a public hearing.  The request must be in writing and state the nature of the issues to be raised and all arguments and factual grounds supporting their position. If a public hearing is granted by the Director, the hearing will be advertised by public notice at least 30 days prior to the hearing.

Inquiries may be made at (402) 471-2186 or dwee.airquality@nebraska.gov .
