Notice of Availability for Review: Nebraska Five-Year Progress Report for the Regional Haze Second Implementation Period

Notice is hereby given to the public that the Department of Water, Energy, and Environment (DWEE) has prepared Nebraska’s Five-Year Progress Report for the Second Implementation Period of the Regional Haze Rule, pursuant to 40 Code of Federal Regulations (CFR) Part 51.308(g). This report describes progress toward the reasonable progress goals at Class I areas potentially affected by Nebraska source emissions since the period addressed in the most recent Regional Haze state implementation plan (SIP); describes emission reductions from Nebraska sources; the status of implementation for all measures necessary for reasonable progress; and includes a determination of the adequacy of the most recent SIP.

 

The second implementation period of the Regional Haze rule (2019-2028) is the second of six ten-year periods set forth by the Clean Air Act (CAA) for achieving natural visibility goals. The Regional Haze rule calls for state and federal agencies to work together to improve visibility at certain national parks and wilderness areas (Class I areas) and requires states to develop periodic implementation plans and progress reports and implement plans to reduce pollution that causes haze.  Each state must assess and revise its plan every 10 years and evaluate its progress at 5-year intervals between SIP revisions. 

 

The progress report and supporting documents are available for inspection* by the public Monday, June 1st, 2026 through 4:00 PM Wednesday, July 1st, 2026 at the office of the DWEE, 245 Fallbrook Boulevard, Suite 100, Lincoln, Nebraska 68521, and electronically at https://dwee.nebraska.gov. Comments received during this period will be considered prior to finalizing the progress report.
